Energy minister Miriam Dalli will personally deliver utility bill refunds to people while giving them the middle finger.

After announcing that households could save up to €8 after changes to the law regulating the billing process for utilities come into force, Dalli was asked how people would receive their refund.

“First, anyone seeking a refund must apply for it in person at ARMS, between 6 AM and 6:15 AM on October 12. They’ll need to bring hard copies of their utility bills from the past 10 years, as well as their birth certificate and a character reference from a priest,” Dalli said.

“I will then visit that person’s house and give them up to €8, while also flipping them off, free of charge. Left hand, right hand, or even both. If I feel like it, I’ll even do that thing where you mime raising your middle finger with a hand crank. I might add a ‘F’għoxx kemm għandek’ too.”

Dalli added the money would be paid in one-cent coins that had all been touched by someone suffering from both monkeypox and COVID-19, inside a bag with a broken zip.

The minister also responded to claims the refunds being offered were paltry compared to the amounts by which people had been overcharged.

“You can buy a lot with €8, and frankly, you should be grateful we’re giving you any refunds at all. You don’t deserve them.”
